Earthmover Data Access Service
Solicitation # REQUIREMENTS-26-3582
The National Oceanic and Atmospheric Administration’s Western Acquisition Division and Pacific Marine Environmental Laboratory are seeking market information for an Earthmover data access service to support the Changing Ecosystems Fisheries Initiative. The requirement is to deploy a cloud-native platform that converts large, unstructured NetCDF model output files from NOAA’s Modular Ocean Model 6 into Icechunk-backed Zarr format hosted on Amazon S3, enabling rapid and efficient access for approximately 125 NOAA users. The solution must provide fine-grained access controls to restrict pre-publication data to authorized PMEL researchers, expose data via standard OGC-compliant endpoints including EDR, Tiles, and OPeNDAP using Flux, and integrate Xarray-native functionality through ArrayLake. The system must include two administrative accounts, display NOAA-provided branding, and be configured to meet all technical specifications without modification to existing NOAA infrastructure. A Firm-Fixed-Price contract is expected, with a single one-year performance period beginning no later than September 18, 2026, and no option periods anticipated. The North American Industry Classification System code is 513210 for Software Publishers with a size standard of $47 million in annual revenue. Participation in this sources sought notice is voluntary, non-binding, and does not obligate the government to issue a solicitation or pay for any submitted information. Respondents must be registered in the System for Award Management and are prohibited from including proprietary, classified, or sensitive data. Submissions must be provided through the designated Google Portal by August 6, 2026, at 3:00 p.m. Mountain Time. The government will use all received responses solely for market research to determine vendor availability, assess small business participation potential, and shape future solicitation requirements. No feedback will be provided on submissions, and responses to this notice do not constitute proposals for any future contract. Further solicitations, if issued, will be posted on the Governmentwide Point of Entry.

This is not a Request for Quotation and does not obligate the government to award a contract; it is solely intended to assess industry capabilities and determine potential small business set-aside opportunities. Vendors must submit a capability statement of five pages or less, including company profile details such as number of employees, office locations, Unique Entity Identifier (UEI), and CAGE Code, along with the name of the entity providing and manufacturing the product and its country of origin. All responses must come from responsible sources, including small businesses (SB, SDB, WOSB, HUBZone, SDVOSB, VOSB) and large businesses, with the government considering all small business set-aside categories. To be eligible for any future award, vendors must possess an active UEI registration on SAM.gov and hold a valid Export Control Classification Number (ECCN). The product must deliver Radio Intelligence (RIC) capability in the 78 GHz band and include an MX-PDK 3-Node Software License with integrated components such as MX-5G, MX-RIC, MX-DATA, and Open RAN Studio emulation, plus a three-year Hosted DevOps and Application Support Management service covering technical support, updates, and a ticketing system. Installation requires 40 hours of onsite work via Microsoft Teams, with training delivered virtually and including operation, maintenance, troubleshooting, and safety. The software, manuals, and license keys must be delivered electronically to azizollah.kord@nist.gov, while physical delivery of hardware and related materials must be made to NIST-Boulder, Boulder, CO. Delivery must occur within three months of award, and warranty coverage must include labor, parts, travel, and return liability for a three-year period with response times within five business days. Acceptance is expected within seven business days following functional testing and KPI verification.
