Biomedical Equipment Inspection

The Mashpee Service Unit requires an annual biomedical equipment inspection contract to ensure the safe, accurate, and reliable operation of critical medical devices including blood pressure machines, AEDs, thermometers, sterilizers, EKG machines, and laboratory analyzers. The contract is a firm-fixed price requirements contract with a base year from August 1, 2026, through July 31, 2027, and four optional one-year extensions through July 31, 2031, allowing for continued service without recompetition. Work must be performed at the Mashpee Wampanoag Health Service Unit in Mashpee, Massachusetts, and all inspections must comply with manufacturer specifications and applicable performance standards, including visual examination, functional and performance testing, electrical safety verification, calibration checks where applicable, documentation of results, and recommendations for repair or replacement. Performance is subject to strict operational requirements such as coordination with facility administration, prior authorization for critical care areas, adherence to infection control protocols, use of personal protective equipment, confidentiality of patient information, and immediate reporting of hazards to patient safety. The contract is a total small business set-aside under FAR 19.5, with NAICS code 811210, and is open only to small businesses registered in SAM.gov with an active Unique Entity ID. Offerors must submit a full quote covering all services, complete specific SF 1449 sections, provide two recent similar contracts, demonstrate active licensing and certification, and pass a supply chain risk assessment. Contractors must comply with all federal and HHS-specific clauses, including those governing personnel identity verification, service labor standards, minimum wages under Executive Order 14026, paid sick leave, combating human trafficking, DEI discrimination, electronic payment through IPP, supply chain risk assessments, and cybersecurity protections. Failure to meet any of the pass/fail gates—including SAM registration, UEI submission, licensing, past performance, or supply chain compliance—results in disqualification. The government retains full control over data, deliverables, and public communication, and may remove personnel deemed unsuitable for facility access. Payment must be electronically submitted monthly through the Treasury IPP system with detailed breakdowns by CLIN, including labor hours, indirect costs, travel, and subcontractor data.
