The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston is undertaking the acquisition of Biometrics Automated Toolset (BAT) and Handheld Interagency Identity Detection Equipment (HIIDE) systems, focusing on negotiating and awarding multiple sole source contracts from August 15, 2007, to August 14, 2009. These procurements are expected to reach a total estimated value of approximately $11 million. The contract actions target BAT and HIIDE original equipment manufacturer (OEM) platforms and major subsystems detailed in Attachment (A), accessible through the SPAWAR e-commerce website. While this notice signals a preference to solicit from the OEMs listed, it does not exclude the possibility of using alternative procurement methods if deemed advantageous to the Government. This notice functions as a pre-solicitation for sole source acquisitions under the authority of FAR 6.302, specifically aimed at the OEMs named in Attachment (A). Although it is not a request for competing proposals, entities not currently listed are invited to submit their interest and capabilities within ten days from the posting date for possible inclusion in Attachment (A). The Government maintains discretion over whether to compete purchases if identical parts become available from multiple sources. For further inquiries, contacts are directed to Jo Ann Lawless at SPAWARSYSCEN Charleston. The overall objective is to ensure timely acquisition of biometrics and identification equipment critical to defense operations, while allowing flexibility in source selection in alignment with strategic interests.

While this synopsis serves as a pre-solicitation notice of the sole source acquisitions for BAT and HIIDE software and hardware equipment from the OEMs listed in Attachment (A), it is not intended to preclude the Government from acquiring equipment through other procurement strategies which may serve the Government’s best interest. The proposed contract actions are for equipment for which the Government intends to solicit and negotiate with only the Attachment (A) sources under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals; however, interested parties not identified within Attachment (A) are encouraged to express their interest and capability to respond to the requirements. Responses to this notice shall be received NLT ten days from the posting date.
