Full Description

The Biosecurity Act 231, SLH 2024, appropriated funds for the fiscal year beginning July 1, 2024, and ending June 30, 2025, and included funds for biosecurity facility planning. The HDOA’s Plant Quarantine Branch is a critical component of the State’s biosecurity efforts and upgrades to existing facilities are necessary to enhance the prevention, detection, and identification of pests, to prevent them from entering, becoming established, or further spreading in the state. RFP 25-10-PI requests proposals from eligible entities that have experience in the design, layout, and construction of biosecurity facilities. Priority will be given to eligible entities that have experience with biosecurity-related projects and are familiar with the design, layout, and construction of biosecurity facilities. Additionally, eligible entities with prior experience with the planning, design, layout, and construction of biosecurity facilities in the State and/or proposals that are able to implement the upgrades to the facility with the least impact on day-to-day operations will also be considered a priority. To achieve this goal, the HDOA announces the availability of approximately $240,000 in general funds for this Biosecurity Project. HDOA will consider proposals with clear objectives, measurable outcomes that support achieving the objectives, and a process/method to show the measurable outcomes were met. The HDOA will administer a competitive process to award funds and provide oversight to monitor the project. The primary goal of BIOSECURITYFACILITY2024 is to provide HDOA with a report that details the design, layout, estimated costs, and proposed timelines for construction, to update the Plant Quarantine Branch Facility located at 1849 Auiki Street, Honolulu, 96819. The report must contain proposed updates to existing spaces to increase staffing capacity within the facility, including infrastructure to complete day-to-day work; optimize existing office layouts that accommodate at least 30 staff; upgrading/renovating existing inspection areas; upgrading two existing quarantine facilities which house restricted plants; renovate an existing greenhouse facility; redesigning laboratory spaces, including mist chambers; and temporary office space during construction.
