Black Falls Road Culvert RFQ

The Northwest Regional Planning Commission is soliciting Statements of Qualifications from engineering firms to provide design, engineering, permitting, and construction-related services for the replacement of an undersized 6 by 60 foot corrugated steel culvert on Black Falls Road in Montgomery, Vermont. The project involves completing the remaining design and permitting phases for a 6 by 8.5 foot precast concrete box culvert and must include provisions for archeological and historic review components. All work must adhere to the VTrans Municipal Assistance Section resources, including the MAS Guidebook for Municipally Managed Projects and the MAS Project Development Process flow chart. Selection is conducted via a Qualifications Based Selection process as determined by the Brooks Act, where the highest qualified firm is chosen based on their narrative Statement of Qualifications and potential interviews. The SOQ must detail the project team, technical abilities, two to four project examples, and up to three references. The anticipated project start date is November 2, 2026, with the response deadline for electronic submissions set for September 8, 2026. Selected consultants must be registered with the Vermont Secretary of State and maintain insurance coverage according to VTrans specifications before executing the contract. Once a top-ranked firm is selected, the NRPC will enter into negotiations regarding the final scope of work and cost.
