COMBINED SYNOPSIS/SOLICITATION HQ003013070003000 Blackberry Wireless Cellular Service This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The work to be performed herein is sole sourced, Justification & Approval and the Contract Line Items (CLINs) are attached hereto. The proposed procurement is for wireless cellular services to support Blackberry cellular phones and Aircards issued and configured by AT&T for the American Forces Network - Broadcasting Center (AFN-BC), Riverside, CA 92518-2031. The period of performance will be for one base year plus one option year beginning 01 December 2011 through 30 November 2012 for the base period and 01 December 2012 through 30 November 2013. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-54 and DFARS Change Notice 20111102 effective 2 Nov 2011. The Government intends to award a firm fixed-priced, Sole Source Purchase Order to AT&T Mobility (Hanover, MD, USA) in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1, only one source and no other supplies will satisfy agency requirements. (1) FAR 52.212-1 (Instructions to Offerors - Commercial Items) (JUN 2008): (a) Re para (a): NAICS 423410, "Photographic Equipment and Supplies Merchant Wholesalers"; small business size standard is 100 employees. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2) FAR 52.212-2 (Evaluation - Commercial Items) (JAN 1999) with the following insertion in para (a) "lowest priced technically acceptable with acceptable past performance." Technical evaluation will be whether quoted items satisfy all requirements for CLIN 0001 as described below. (3) QUOTATIONS ARE DUE BY 2:00PM PACIFIC TIME ON 28 Nov 2011 IN ORDER TO BE CONSIDERED.
