AI Contract Overview
This blanket Other Transaction Agreement (OTA) solicitation, issued by the Air Force Global Strike Command under solicitation number FA6800-26-S-C001, establishes a multi-year framework for acquiring innovative solutions through a showcase process that runs from 17 July 2026 through 16 July 2031. The solicitation invites industry partners—regardless of size or socioeconomic status—to submit revolutionary technologies aligned with five priority topics: quantum sensing beyond positioning, navigation, and timing; deployable charging for electrified military equipment; advanced manufacturing for weapons and decoys during wartime; rapid certification of advanced manufactured parts; and large aircraft defensive systems in contested environments. Proposals must follow a three-phase process beginning with the submission of a white paper, quad chart, and a three-minute solution video via the Valid Eval portal by 17 February 2026. The evaluation is based on three core factors: potential impact on AFGSC operations, technology and concept viability, and business plan commercialization potential, with no quantitative weighting assigned. Proposals are assessed as either Acceptable or Unacceptable on technical merit and Fair and Reasonable or Not Fair and Reasonable on cost, with awards determined through a trade-off process rather than low-price technical acceptance. Submission requirements include mandatory UEI registration in SAM, identification of key personnel with citizenship and visa details, detailed justification of facilities, equipment, subcontracting, and travel, and adherence to a 15-page technical volume limit and separate proprietary price volume. The government retains full authority for inspection and acceptance, with evaluations and down selects likely occurring in Bossier City, Louisiana. Successful vendors may be invited to Phase 3 for a prototype agreement with funding up to $3 million, and all awardees are required to submit quarterly status reports and a final report with a one-page technical summary. Communications and amendments are managed exclusively through SAM.gov, with questions directed to AFGSC.A5N.IndustryEngagement@us.af.mil, and all documentation must be submitted electronically; no physical submissions are permitted.
