Blanket Purchase Agreement for Gas Ordering for RHD Morgantown

The Centers for Disease Control and Prevention’s National Institute for Occupational Safety and Health (NIOSH) is seeking to establish one or more Blanket Purchase Agreements (BPAs) for the supply and delivery of contractor-owned compressed gas cylinders to support laboratory operations at the NIOSH Morgantown Campus in West Virginia. This combined synopsis/solicitation, identified by solicitation number 75D301-26-Q-78983, utilizes FAR Part 12 commercial acquisition procedures and FAR Part 13 simplified acquisition procedures, with no set-aside applicable. The BPA will have a base period of one year starting July 7, 2026, and four option years extending through July 6, 2031, with an overall maximum value of $100,000 and a $20,000 annual cap per period. Contractors must provide fully burdened, all-inclusive pricing per cylinder that includes rental, maintenance, handling, regulatory compliance, hazardous materials transportation, delivery, and cylinder exchange—no separate fees for these items are permitted. Deliveries are FOB destination to the NIOSH Morgantown campus, with acceptance occurring on-site, and all operations must comply with federal, state, and local hazardous materials and safety regulations, including DOT and OSHA standards. Offerors must submit two separate volumes: a Technical Quotation demonstrating ability to supply gases meeting specified purity and quality standards, provide compatible cylinder configurations, and ensure safety compliance, and a Price Quotation containing a completed CLIN schedule, supply requirements table, UEI information, and SAM registration confirmation. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) method, where technical acceptability is a mandatory pass/fail gate before price is considered. Payment will be made via government purchase card or electronic funds transfer using the Treasury Invoice Processing Platform, with mandatory electronic invoice submission containing purchase numbers, itemized quantities, unit prices, and delivery dates.
