Blanket Purchase Agreement for Medical Gases and Dry Ice

This contract is a five-year Blanket Purchase Agreement (BPA) with a maximum obligation ceiling of $1,783,595.46 for the provision of medical-grade compressed and bulk gases, laboratory and specialty gases, dry ice pellets, and related equipment and services to support U.S. military medical research facilities under the Defense Health Agency and U.S. Army Medical Research and Development Command. The BPA covers deliveries to multiple locations across the Continental United States, including WRAIR, USAMRIID, USAMRICD, USAARL, USARIEM, and AFMES, with all goods delivered FOB Destination under a Firm Fixed Price (FFP) structure. The scope includes continuous bulk tank telemetry monitoring, cylinder exchange, emergency gas delivery within 24 hours, preventative maintenance, OEM-calibrated equipment service, and compliance with stringent regulatory standards for gas purity, container safety, and dry ice handling, including USP, DOT 49 CFR, FDA 21 CFR 110, HACCP, and ISO requirements. All cylinders must be properly marked with UN/NA DOT numbers, current hydrostatic test dates, and status labels, with unauthorized markings removed and proof of delivery documented through WAWF within five business days. Offerors must demonstrate technical acceptability by proving their ability to monitor bulk tank levels above 20%, deliver on-demand within 24 hours, ensure regulatory compliance with ISO and federal standards, maintain NIST-traceable calibration, provide certified Field Service Engineers with factory training and two years of experience, and implement OEM-standard repair parts and software updates. Past performance will be assessed based on recent, relevant experience, with “unknown” treated as acceptable. The evaluation process follows a Lowest Price Technically Acceptable (LPTA) methodology; proposals must first be rated “Acceptable” in technical and past performance to be eligible, after which the lowest-priced offer will be selected.
