Blanket Purchase Agreement for Medical Gasses and Dry Ice

The U.S. Army Medical Resources Acquisition Activity, through the Walter Reed Army Institute of Research Logistics Branch, has issued a Request for Information (RFI) to gather market data in preparation for a future Blanket Purchase Agreement for medical gases and dry ice. This RFI is strictly for planning purposes and does not constitute a solicitation, offer, or binding contract. Responses must be submitted via email by 11:00 a.m. ET on May 14, 2026, and must not exceed five pages in length, using 12-point font, in Microsoft Office or PDF format. The required information includes a capabilities statement detailing the respondent’s ability to supply medical-grade gases such as oxygen, nitrogen, helium, carbon dioxide, nitrous oxide, and acetylene in various container types including cylinders and bulk tanks, as well as dry ice pellets, cylinder rentals with telemetry monitoring, maintenance services, and emergency delivery. All products must meet USP, NF, or UHP purity standards, conform to CGA 320 and 580 valve specifications, and be accompanied by a certificate of analysis for each shipment. Deliveries are required at multiple U.S. Army research sites including Fort Detrick, MD, Silver Spring, MD, Aberdeen Proving Ground, MD, Natick, MA, and Fort Novosel, AL, with routine delivery frequencies ranging from every 48 hours to monthly refills annually. Respondents must provide their CAGE code, DUNS number or UEI, and indicate their small business status along with any socioeconomic certifications including 8(a), HUB Zone, WOSB, EDWOSB, or Veteran-Owned status. No pricing information is requested or accepted at this stage, and all fields related to cost, unit prices, or contract value are listed as not available. There are no specified contract clauses, evaluation factors, inspection protocols beyond compliance with regulatory standards, barcoding requirements, or FOB terms included.
