BLANKET, WARMING, HYP

This contract pertains to the procurement of disposable warming blankets designed for the treatment of shock, trauma, and pre-hypothermia, with each blanket measuring 34x24 inches and featuring six self-warming panels that reach a temperature of 100°F (38°C) within 8 to 10 minutes and maintain heat for up to eight hours. The blankets have a foam core for water resistance, are lightweight and comfortable, and are effective at high altitudes with a mandated shelf life of 60 months. No more than nine months may have elapsed between the date of manufacture and delivery to the government. Each blanket is individually wrapped in a translucent polybag and must be packaged in commercial unit containers that ensure protection from damage, with exterior shipping containers suitable for safe delivery by common carriers at the lowest cost to the designated destination. Marking must comply with Medical Marking Standard No. 1, superseding all references to MIL-STD-129, and must include the NSN, manufacturer name and CAGE code, date of manufacture, expiration date, and contract or lot number. The unit of issue is a package of 12 each (PG), with a total order of four packages, to be delivered FOB destination within 20 days of order placement to Cannon Air Force Base, New Mexico. Delivery must be shipped by traceable means, excluding parcel post, and packaging must adhere to ASTM D3951 unless overridden by the DLA Master List of Technical and Quality Requirements. The contract is issued under solicitation SPE2DH-26-T-3764 with a response deadline of May 18, 2026, and is administered by the Department of Defense through the Medical Supply Chain FSH. The contracting officer reserves the right to determine the final contract type, and all suppliers must validate their Unique Entity ID and CAGE code in SAM.gov. Compliance with federal regulations including whistleblower protections, trafficking in persons prevention, employment eligibility verification, and hazardous material identification is required. Invoicing must be processed through WAWF, and any unauthorized disclosure of controlled information must be reported to the DoD Cyber Crime Center within 72 hours. Contractor employees must be notified of their whistleblower rights, and foreign-flag vessel use requires prior written approval. All deliverables must meet the DLA Master List of Technical and Quality Requirements, which take precedence over other standards.
