Blind Pass Maintenance Dredging

Notice to Bidder Invitation to Bid (B) Lee County, Florida, is requesting bids from qualified individuals/firms for the attached solicitation. GENERAL SCOPE OF WORK Lee County Board of County Commissioners seeks to contract a qualified CONTRACTOR to conduct maintenance dredging of the Blind Pass Channel and the connection to Roosevelt Channel through the historic pass and under the bridge located between Sanibel and Captiva Island. The channel will extend from the approximate -10’ NAVD contour in the Gulf of Mexico into the interior waters of Pine Island Sound. The permitted channel has variable dredge cut widths and depths. This maintenance dredging event entails the removal of approximately 120,900 cubic yards of sediment from the Pass and interior system (68,180 seaward of Blind Pass Bridge, 43,680 in Wulfert Channel landward of Blind Pass Bridge, and 9,040 in Roosevelt Channel). Additional yardage has been included in the quantities to account for shoaling from the time of the design survey in March 2026 until construction. Beach compatible material will be placed on the downdrift beach between R-112 to R-116. The County has obtained a variance from Rule 62-4.244(5)(c), F.A.C., to temporarily establish an expanded mixing zone of 1500 meters downcurrent from the dredge site on the beach side of the bridge, and from the point of sand discharge onto the beach disposal site. Those individuals/firms interested in being considered for this solicitation are instructed to submit, in accordance with specifications, their sealed bids, pertinent to this project prior to the date and time specified to the office of the Procurement Management Director, either electronically via Ion Wave or hand-delivered to 2115 Second Street, 1st Floor, Fort Myers, FL 33901. Hand-delivered Bids shall be received in a sealed envelope, prior to the time scheduled to receive Bids, and shall be clearly marked with the solicitation name, solicitation number, bidder name, and contact information as identified in these solicitation documents.
