IFB No 500640-FY27-02 Solids Processing Improvements - Phase 1

The Town of Leesburg, Virginia, is soliciting sealed bids for the Water Pollution Control Facility (WPCF) Solids Processing Improvements – Phase 1 project under IFB No 500640-FY27-02. The scope of work involves comprehensive construction services to upgrade aging primary solids processing facilities, including the addition of new facilities, the replacement of Digested Sludge Storage Tank B, and improvements to Primary Sludge Pumping Stations 1 and 2. Additional requirements include the construction of Gravity Thickeners A-C, a Thickened Sludge Pumping Station, and a Solids Electrical Building, as well as the demolition of existing Gravity Thickeners A and B and the installation of underground utilities. The contract will be awarded to the lowest responsive and responsible bidder. The project is governed by a substantial completion timeline of 1,260 calendar days from the Notice to Proceed. Bidders must submit their responses via eVA by September 29, 2026, including a 5% bid bond and required response forms consolidated into a single PDF. Because the project is not federally or state funded, prevailing wage rates, American Iron and Steel requirements, and DBE/SBE/MBE/WBE goals are not applicable. The contractor is required to provide monthly project schedule updates via Primavera P6 and adhere to strict material packaging, labeling, and quality standards, including compliance with the 2021 Virginia Construction Code and various ASTM and ACI standards. Performance and payment bonds, along with insurance certificates, must be provided within 10 days of bid acceptance.
