The National Institutes of Health (NIH), Clinical Center (CC), Department of Transfusion Medicine/Transfusion Services Laboratory (DTM/TSL), has a requirement for two (2) Blood Bank Plasma Storage (-30°C) Freezers and one (1) Blood Bank Refrigerator, including delivery, setup, and service plans. The Government intends to procure the following Helmer equipment:


  • One (1) Helmer iBF120-GX, 20 cu. ft. Blood Bank Plasma Storage Freezer with metal drawers;

  • One (1) Helmer iBF120-GX, 20 cu. ft. Blood Bank Plasma Storage Freezer with shelves; and

  • One (1) Helmer iBR113-GX, 13 cu. ft. Blood Bank Refrigerator.


The existing refrigerator is experiencing temperature excursions that could affect blood-product purity and potency, while the existing freezers have undergone multiple repairs and are nearing the end of their useful lives. Failure of this equipment could result in the loss of critical or irreplaceable blood products and negatively affect patient care.


The Government anticipates awarding a firm-fixed-price purchase order to Helmer, Inc. The Helmer units meet DTM's regulatory and licensing requirements and will standardize equipment within the Transfusion Services Laboratory. The units provide continuous electronic temperature monitoring, temperature-excursion alarms, door-open alarms, appropriate footprints for the laboratory environment, and frost-free operation.


This notice is not a request for competitive quotations. However, all responsible sources that believe they can provide equipment meeting the Government's requirements may submit a capability statement and supporting documentation for consideration.


Responses must demonstrate the vendor's ability to provide equipment that meets all technical, regulatory, licensing, delivery, setup, and service requirements.


Responses are due no later than September 23, 2026, at 4:30 PM Eastern Time and must be emailed to shasheshe.goolsby@nih.gov and reference POTS 26-010215. The Government will consider all timely responses received before proceeding with the intended award.
