AI Contract Overview
The contract solicitation requests the procurement of four packages of a blood typing kit identified by NSN 6515-01-539-6531, designed as a test card device for determining ABO and Rh blood groups from a fingerstick sample. Each kit includes pre-impregnated anti-A, anti-B, and anti-Rh reagents, a lancet, alcohol prep, and a pipette, and must be furnished in commercially packaged units that ensure protection from damage or breakage, with exterior shipping containers suitable for safe and cost-effective delivery via common carrier to the designated destination under FOB destination terms. The kits must have a non-extendable shelf life of 18 months, with no more than three months elapsed from the date of manufacture to the date of government delivery. All packaging must comply with Medical Marking Standard No. 1, which supersedes MIL-STD-129, and each container must be clearly marked with the lot control number and date of manufacture prefixed by (MFD). Palletization must adhere to DLA Packaging Requirements for Procurement RP001, and packaging materials must meet ASTM D3951, though DLA’s Master List of Technical and Quality Requirements takes precedence over any conflicting standards. The product is regulated by the FDA and classified as a Type I (Code K) item. The contract is governed by numerous Federal Acquisition Regulation clauses, including requirements for whistleblower protections, disclosure of information, cyber incident reporting, NIST SP 800-171 compliance, subcontracting for commercial products, combating human trafficking, employment eligibility verification, and hazardous material safety data. Delivery is required within ten days of award, and payment processing must be conducted through the Wide Area Workflow system, with both an invoice and receiving report submitted unless an exception applies. Contractors must be registered in the System for Award Management and maintain accurate representations regarding small business status, socioeconomic designations, and exclusion status, particularly for covered defense telecommunications equipment. The solicitation may be awarded through an automated process, with preference given to HUBZone concerns, and the awarded contract will carry a DPAS rating for national defense or emergency preparedness purposes. The award will be issued under the Defense Logistics Agency Master Solicitation for Automated Simplified Acquisitions Revision 104, with all technical and quality requirements referenced by R or I numbers drawn from the DLA Master List of Technical and Quality Requirements.
