School District Payment Solutions
Solicitation # RFI261002
Seattle Public Schools is conducting market research through Request for Information RFI261002 to identify a comprehensive school payment solutions system. The district currently uses SchoolPay but is seeking to understand the current K-12 marketplace to potentially replace or enhance its platform for processing student fees, donations, activity payments, and fines. The desired solution must support a decentralized environment where individual schools and departments manage revenue-generating activities while maintaining centralized district oversight and financial controls. Key functional requirements include support for online and in-person payments via credit/debit cards, ACH/eCheck, cash, and checks, as well as tools for daily reconciliation, nightly deposit processing, and audit trails. The district emphasizes strict adherence to security and legal standards, including PCI DSS, FERPA, and WCAG 2.1AA compliance for public portals. Technical requirements include Single Sign-On and Multi-Factor Authentication integration with PowerSchool, as well as the provision of a Voluntary Product Accessibility Template. Vendors are asked to provide information on pricing models, implementation approaches, and service level agreements. This RFI was posted on October 8, 2026, with a response deadline of October 22, 2026. It is explicitly stated that this process is for planning and requirements development purposes only and does not obligate the district to award a contract or issue a future procurement.

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) is issuing this special notice of intent to solicit and negotiate solely with Bloomberg Finance LP, 731 Lexington Avenue, New York, NY 10022 for the purchase of six (6) Bloomberg Anywhere subscriptions, under Requisition Number DJF-15-0600-PR-0030813 and Requisition Number DJF-15-0600-PR-0030914. A determination not to compete this proposed Order was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the Simplified Acquisition Threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Bloomberg Finance LP is the only company offering a subscription meeting the FBI's requirement to access real time financial information for the private and public sector. Specific characteristics of the internet based subscription product that limit the availability to one source are the capabilities provided through one platform, a robust database of private and public sector financial information, and news and analysis in real-time data. Bloomberg offers this service in one product needed by the FBI to analyze the environment for corruption and gather intelligence that is used to identify, develop, and resolve cases. The FBI requires this service 24 hours a day and seven days a week; the Bloomberg Anywhere subscription meets this requirement. The North American Industry Classification System (NAICS) code for this item is 522320. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by email to the Points of Contact stated on this notice. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. There are no set-aside restrictions for this requirement. The Government contemplates a contract award for one year under both requisitions.

Federal
Food Supply & Commissary LogisticsThe contract requires secure, daily delivery and logistics services to support all food service operations at the FBI headquarters in Washington, D.C., specifically ensuring the timely and safe transport of fresh produce, dairy, proteins, dry goods, and branded consumables. All deliveries must meet strict security and handling standards appropriate for a federal facility, with protocols in place to maintain product integrity, temperature control, and chain-of-custody accountability throughout the supply chain. The vendor must operate with high reliability, consistency, and discretion given the sensitive nature of the location and the critical need to sustain daily operations without disruption. This subcontract falls under NAICS code 424480, which pertains to grocery and related product merchant wholesalers, indicating the focus is on wholesale distribution logistics rather than retail or manufacturing. Performance is centralized at the FBI headquarters with a ZIP code of 20535, and the contract is managed under the Department of Justice through the FBI-JEH office. While no set-aside provisions or point of contact details are specified, the contract demands operational precision, compliance with federal security protocols, and the ability to integrate seamlessly into the existing food service infrastructure without compromising safety or efficiency.
