This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation# TIRNO-17-R-00033 is issued as an request for proposal (RFP). This combined synopsis/solicitation is being issued as a sole source to the company BUREAU OF NATIONAL AFFAIRS, INC., THE; 1801 S BELL ST , ARLINGTON, VA, 22202-4519 , UNITED STATES, DUNS: 003244084; CAGE Code: 9Z734. The sole source authority being used is 41 U.S.C. 3304(a)(1), FAR 6.302-1- Only one responsible source; or brand name specification. The sole source justification document has been included with this posting. (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. (iv) NAICS code 511210 and small business size standard $38.5M. (v) For a list of line item number(s) and items, quantities, please see the attached documentation - Up to 3000 BNA Corporate TaxTM Analyzer (CTA) perpetual licenses and their annual renewals for individual license use - Up to 175 BNA Income TaxTM Planner (ITP) perpetual licenses and their annual renewals for individual license use - BNA software combined user and technical support (ITP/CTA Technical Support (HELPDESK) for up to approximately 3,175 licensed users. - BNA ongoing maintenance for IRS proprietary customized IMS Tax Engine Middleware (IMS M) software (including e-file). - BNA user and technical support for IRS proprietary customized IMS Tax Engine Middleware (IMS M) Plug-In software. (vi) Bloomberg BNA (BBNA) Corporate Tax Analyzer (CTA) Income Tax Planner (ITP) and IMS Middleware (IMS M) software, Maintenance, and Support Services. (vii) The period of performance is a Base Year: October 1, 2017 - September 30, 2018; Option Year 1: October 1, 2018 - September 30, 2019. On-site is performance is expected at IRS installation in Dallas,Texas. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. Offerors shall see the attached documentation for evaluation criteria. (x) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
