AI Contract Overview
The Commodity Futures Trading Commission (CFTC) plans to award a sole source contract to Bloomberg Financial L.P. to renew subscriptions for Bloomberg professional terminal services. The contract will cover an initial base year with four optional one-year extensions, establishing a potential contract period of five years. This follows the CFTC’s need for comprehensive and proprietary financial data to effectively oversee commodity market activities, with Bloomberg uniquely positioned to provide both the required data and shared terminal service not available through other vendors. Procurement is being conducted under authority that allows for sole source awards when only one provider can meet the agency’s needs. While the government is not soliciting competitive bids, it will review written responses from other vendors who believe they can fulfill the requirement if submitted by the specified deadline. Final award is anticipated around June 30, 2025. The announcement specifies that no formal solicitation documents are available, responses must be in writing, and the government has total discretion over its decision to compete or proceed with the sole source award. The primary point of contact for this contract is Benjamin Van Wormer at the CFTC, located in Washington, DC.

Full Description
The Commodity Futures Trading Commission (CFTC) intends to award a sole source contract to Bloomberg Financial L.P. to renew its subscriptions for Bloomberg professional terminal services.
CFTC anticipates awarding a contract for one (1) base year and four (4) one (1) year options, for a total period of performance of five (5) years.
CFTC uses a variety of information sources to maintain surveillance of commodity market activity. There is no single source that provides all the information that CFTC needs for market oversight. Bloomberg is one of those sources and is a unique source for its proprietary financial data. Additionally, Bloomberg is the only vendor that offers a shared terminal service (as opposed to individual licenses).
The Government intends to procure this requirement under FAR 6.302-1 and 41 U.S.C. 3304(a)(1) “the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.”
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 10:00 AM ET, June 10, 2025. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about June 30, 2025. The Government will not be responsible for any costs of preparation in response to this announcement.
