Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) for U.S. Navy and Marine Corps aircraft. The NGTR is intended as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, a conduction-cooled hardware unit weighing less than 12.2 pounds, and a minimum Mean Time Between Failures (MTBF) of 7500 hours. The system must utilize a modular open architecture featuring OpenVPX and VNX+ plug-in cards to facilitate rapid capability integration and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet National Security Agency (NSA) cryptographic and Security Evaluation Requirements Document (SERD) standards, alongside Zero Trust architecture and Risk Management Framework (RMF) controls. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret facility and personnel clearances within 12 months of award. The anticipated acquisition timeline includes an Industry Day in the second quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034. This effort falls under NAICS code 334220 and PSC 5821.
