BNL Onsite Shredding Services

Brookhaven Science Associates, LLC, acting as the operator of Brookhaven National Laboratory under contract with the U.S. Department of Energy, is seeking a contractor to provide secure on-site document shredding services at its Upton, New York campus. The contractor must furnish all labor, equipment, materials, transportation, and management necessary to service approximately 40 to 48 locked, 68- or 95-gallon collection containers placed throughout the facility on a recurring four-week schedule, with the ability to adjust container quantities as directed by the BNL Technical Representative. All paper-based materials must be destroyed using a 1/4 inch shredding specification, in full compliance with Department of Energy Order 471.7 for the destruction of Controlled Unclassified Information (CUI). The contractor is required to maintain current NAID AAA Certification throughout the contract term and provide a certificate of destruction with each service, which must accompany every monthly invoice. Personnel must obtain and maintain a BNL non-construction contractor badge and complete annual Contractor Vendor Orientation training, and access to Controlled Areas is strictly regulated to prevent violations under the Price Anderson Amendment Act. The contract is a Firm-Fixed-Price award with a one-year base period running from July 1, 2026, to June 30, 2027, and includes four optional one-year renewal periods, extending the potential performance period to five years. The North American Industry Classification System code is 561990 with a small business size standard of $17.0 million in average annual receipts. The award will be made using the Lowest Price Technically Acceptable method, with technical compliance serving as a mandatory pass/fail gate before price evaluation. Offerors must demonstrate experience providing secure document destruction services in highly regulated or government environments and submit at least two verifiable references. All proposals must be submitted via email by June 17, 2026, and must include a signed pricing sheet, a current Quality Assurance Program or Manual aligned with ISO 9001, and documented compliance with SAM.gov registration or completion of AMS Form 050 for non-SAM vendors. Upon award, the contractor must execute a Vendor ACH Authorization Form and W-9 form. Payment terms are Net 30, invoices must be submitted in PDF format to apinvoices@bnl.gov, and all shipments must comply with ASTM D3951 packaging standards, including prohibitions on vermiculite unless properly certified
