The solicitation prohibits the provision of covered telecommunications equipment or services as defined by FAR 52.204-24 and DFARS 252.204-7016, and no items produced via additive manufacturing are eligible for award unless explicit prior approval is obtained. Small business joint ventures must submit all applicable certifications under FAR provisions 52.212-3 and 52.219-1 for the designated small business categories. All contractors must register via DLA’s AMPS system within two months to gain access to the Vendor Shipment Module, and those using VSM WebServices must update their internal schema to avoid disruption of shipping capabilities.
