The Battery Park City Authority (BPCA) is seeking qualified underwriting firms through a Request for Qualifications (RFQ) to establish a five-year pool of underwriters for its revenue bond issuance and refunding activities related to its capital improvement plan. The selected firms will be registered with FINRA and/or the SEC and will be considered for roles as senior managers or co-managers on future bond transactions. The RFQ aims to create a diverse and qualified pool of firms, with a preference for Minority-Owned Business Enterprises, Women-Owned Business Enterprises, and Service-Disabled Veteran-Owned Business Enterprises, although the latter set-aside is not applicable. Firms that are selected for the pool as senior managers will automatically qualify for co-manager roles, and BPCA retains the right to amend, extend, or terminate the pool at its discretion. Respondents are restricted from contacting anyone other than designated contacts during the procurement process, and all proposals must be submitted by November 22, 2024. The contract, valued between five and twenty million dollars, will be awarded for a term of five years, with the possibility of future utilization of qualified firms on an issue-by-issue basis. BPCA emphasizes its commitment to diversity and equal opportunity in its selection process and reserves the right to select firms based on criteria outlined in the RFQ.
