AI Contract Overview
The Embassy of the United States in Serbia plans to establish multiple Blanket Purchase Agreements (BPAs) for the supply of automotive and heating fuels from local suppliers. This procurement follows FAR Part 13 regulations, utilizing Simplified Acquisition Procedures and focusing on Blanket Purchase Agreements. The solicitation, expected to be launched on SAM.gov, anticipates awarding several BPAs with a cumulative purchasing ceiling of $249,000 over a five-year period per agreement. However, the BPA does not commit any funds upfront, as the government only incurs costs from authorized orders via properly executed BPA Calls. There are no guaranteed minimum or maximum order limits, nor assured vendor expenditure levels. The contractor is responsible for providing all necessary resources, including labor and supervision, to supply the required fuels as outlined in the Statement of Work. Interested contractors must be registered in the System for Award Management (SAM) prior to offer submission, facilitating electronic responses through email submissions. The solicitation includes a dedicated contact point at the U.S. Embassy in Belgrade for any inquiries. Responses to this notice are due by December 20, 2024, with the BPAs expiring either at the end of the five-year term or upon reaching the purchase limit, whichever is sooner. The opportunity is cataloged under the North American Industry Classification System (NAICS) code 324110, with logistics taking place in Belgrade, Serbia.

This procurement is being conducted in accordance with regulations at FAR Part 13, Simplified Acquisition Procedures, and FAR 13.303, Blanket Purchase Agreements.
The Embassy of the United States in Serbia intends to establish multiple Blanket Purchase Agreements (BPA) for automotive and heating fuels with local fuel suppliers. The Government anticipates this solicitation will result in multiple BPA awards. The total volume of purchases will not exceed $249,000 over a 5-year period per BPA unless the BPA is terminated earlier. The BPA does not obligate any funds. The Government shall be obligated only to the extent of authorized orders actually placed via a properly executed BPA Call. There shall be no guaranteed minimum or maximum order limits established, and no guaranteed amount of expenditures with the vendor. Actual purchases will be made via properly executed BPA Calls. All BPA Calls will be initiated at the time the painting services are needed by a warranted Contracting Officer or a BPA Ordering Authorized Individual. Only warranted Contracting Officers are authorized to initiate and complete a BPA Call greater than $3,500. The BPAs will expire in five (5) years from date of award or when the total purchases reach the BPA limit, whichever occurs first.
The Contractor shall furnish all labor, supervision, and other items and services necessary to provide automotive and heating fuels as defined in the Statement of Work (SOW).
All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
