BPA Orders for Base Life Support Services in Indonesia

This contract action is a pre-solicitation notice for Blanket Purchase Agreement (BPA) orders under the established Indonesia Base Life Support BPAs, targeting FY26 performance across multiple locations in Indonesia including Baturaja, Gadot Subroto, and Lampung. The scope encompasses comprehensive Base Life Support services such as portable latrines, showers, hand wash stations, water and wastewater removal, laundry, ice and refrigeration, power generation, air conditioning, tentage, material handling equipment, sandbags, furniture, trash and hazardous material storage and removal, van transportation, and interpreter services. Performance is entirely outside the United States and its outlying areas, with no set-aside designated, and all responsible sources may submit quotations. The first order is templated to commence as early as August 2026, with exact start and end dates determined per individual Call Order under the IDIQ framework. All equipment and services must be delivered and operational by 1200 on the first day of performance and removed by 1600 the day after performance ends, with contractors bearing full responsibility for transportation, risk of loss, and unescorted access authorization in Indonesia. Contractors must comply with U.S. Army regulations, OSHA standards, DoD directives, and Indonesian local laws, including strict environmental and safety protocols for hazardous materials handling, with all HAZMAT containers requiring OSHA-compliant labeling and containment. Inspection and acceptance occur jointly at origin and destination, with a 100% Acceptable Quality Level required for all critical systems, including environmental controls, electrical systems, and life support equipment. Key personnel must be fluent in English, clearly identify as contractor staff, and any documents produced must disclose contractor origin. Contractors are prohibited from using contract-related information in marketing or public disclosures. Security access for personnel requires prior submission of identification, and badging may be restricted based on nationality. The contract includes no fixed pricing, quantities, or contract value; all costs and quantities are determined at the Call Order level.
