The BRAIN Initiative, managed by the National Institutes of Health and the National Institute of Neurological Disorders and Stroke, is seeking transformative mechanistic research to understand how human brain activity generates internal experiences and observable behaviors. Under solicitation RFA-NS-28-010, applicants must propose innovative studies that utilize invasive surgical procedures, such as intracranial recording or stimulation, to gain direct access to the human brain. The program encourages the integration of complementary experimental models to bridge discoveries across species and biological scales, requiring that all approaches be guided by quantitative models or theoretical constructs. Successful investigators will be required to join an NIH-coordinated consortium working group focused on establishing consensus standards of practice, addressing neuroethical considerations, and standardizing data for community dissemination. This funding opportunity is open for responses until February 9, 2029, and expects projects to deliver significant, transformative outcomes by the end of the funding period. Clinical trials are not allowed under this specific R01 solicitation.

Full Description

This funding opportunity supports transformative, mechanistic research aimed at understanding how the human brain functions. Applications should seek to reveal how the dynamic activity of individual neurons and ensembles of neurons within spatially organized brain networks gives rise to internal experiences, such as sensations, perceptions, emotions, thoughts, and memories, as well as to observable motor and social behaviors. To achieve fundamental mechanistic insights into human brain function, proposed studies are expected to leverage opportunities made possible by invasive surgical procedures in humans, such as intracranial recording or stimulation. These investigations may be enhanced by incorporating complementary experimental models or systems that provide access to knowledge, techniques, or resources not otherwise available in human neuroscience research. Such integration is encouraged to strengthen the mechanistic understanding of human brain function and to connect discoveries across species and biological scales. This program builds on cutting-edge advances enabled by the BRAIN Initiative and the broader neuroscience community. Projects supported through this opportunity are expected to produce transformative outcomes by the end of the funding period. Approaches should be rigorous, mechanistic, and innovative by (1) maximizing opportunities to conduct innovative in vivo human neuroscience research made available by direct access to the human brain from invasive surgical procedures, (2) employing approaches guided by specified theoretical constructs and/or quantitative, mechanistic models. Funded investigators will join a consortium working group, coordinated by the NIH, to identify consensus standards of practice, including neuroethical considerations, to collect and provide data for ancillary studies, and to aggregate and standardize data for dissemination among the wider scientific community.

CHEERS MAA Open Period 1 - All Technical Areas, 10 U.S.C. 4001 Broad Agency Announcement (BAA)
Solicitation # FA238424S2334
Solicitation FA238424S2334, part of the Continuing Human Enabling, Enhancing, Restoring, and Sustaining (CHEERS) program, is a Multiple Authority Announcement issued by the Air Force Research Laboratory and the United States Air Force School of Medicine. The program seeks white papers across all technical areas to advance human-enabling technologies for the warfighter, with a total award value not to exceed 484.73 million dollars. The solicitation utilizes a two-step process, accepting white papers through September 30, 2027, with full technical and cost proposals requested only from selected offerors. Awards may be made under various authorities, including Broad Agency Announcements, Other Transactions, and Grants and Cooperative Agreements. Amendment 02 formally incorporates mandatory compliance with Executive Orders 14332 and 14303, introducing a Gold Standard Science (GSS) mandate. Applicants for assistance instruments must now submit a signed GSS Compliance and Disclosure Form as a mandatory threshold prerequisite. The evaluation process follows a two-step architecture: an initial screening for GSS commitment, cost realism, and prohibited content—including restrictions on racial preferences, denial of the human sex binary, and illegal immigration—followed by a full scientific merit review based on technical quality and mission relevance. Additionally, the contract mandates strict adherence to cybersecurity standards, including NIST SP 800-171 and CMMC requirements, and requires the use of the Wide Area WorkFlow system for all invoicing and payments.

CHEERS MAA Open Period 2 - All Technical Areas, 10 U.S.C. 4023 - Procurement for Experimental Purposes (ARA)
Solicitation # FA238424S2335
Solicitation FA238424S2335, issued by the Air Force Research Laboratory and the United States Air Force School of Medicine, seeks research efforts under the Continuing Human Enabling, Enhancing, Restoring, and Sustaining (CHEERS) program. This specific procurement is conducted under the authority of 10 U.S.C. 4023 for experimental purposes, limiting the scope to the development, procurement, or integration of items, prototypes, or auxiliary services necessary for experimentation, technical evaluation, and operational utility assessment. The solicitation covers all technical areas within the CHEERS program and aims to fund multiple awards with a total value not exceeding 499.87 million dollars. The acquisition follows a two-step process, beginning with the submission of white papers due by September 30, 2027, followed by full technical and cost proposals for selected offerors. Proposals must explicitly address experimental utility, adhere to strict quantity limitations for testing, and provide for the government to retain residual operational capability. Compliance requirements include NIST SP 800-171 SPRS verification, CMMC compliance, and adherence to MIL-STD-130 and MIL-STD-129 for item marking and shipment. Evaluation includes a price preference for small businesses and HUBZone concerns, with invoicing processed through the Wide Area WorkFlow system.

Restorative and health-Enhancing Sleep Time (REST)
Solicitation # ARPA-H-SOL-26-159
The Restorative and health-Enhancing Sleep Time (REST) program, solicitation ARPA-H-SOL-26-159, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) Proactive Health Office to transform the measurement and treatment of poor sleep, specifically insomnia. The program seeks to develop objective, home-based, closed-loop technologies capable of detecting health-relevant sleep microstructures and responding to them in real time. The scope is divided into two technical areas: Technical Area 1 (Measure and Diagnose), which focuses on validated in-home systems for objective sleep physiology measurement and mechanistic classification, and Technical Area 2 (Control and Treat), which focuses on noninvasive systems that adapt interventions to a user's real-time sleep state. A primary goal of the program is to increase sleep remission rates from approximately 30 percent to at least 80 percent. Awards will be issued as Other Transaction (OT) agreements and are prioritized for entities conducting work within the United States. The program is structured into three phases over an estimated 66-month period, with a milestone-based quarterly payment schedule. Technical success is measured by rigorous benchmarks, including validation against Polysomnography (PSG) and specific accuracy targets for insomnia diagnostics and poor sleep classification. Proposers must adhere to strict regulatory requirements, including securing Institutional Review Board (IRB) approval for human subjects research and providing strategies for FDA regulatory readiness, intellectual property, and manufacturability. The selection process involves a multi-stage evaluation of Solution Summaries, Full Proposals, and oral pitch sessions, with a final proposal deadline of October 13, 2026.
