THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PARTS 12 AND 13. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) FAC 2025-05, effective August 7, 2025. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000. This requirement is being procured using full and open competition. Quoters must possess an ACTIVE registration in the System for Award Management system, www.SAM.gov, when submitting a quotation and shall continue to be registered until the time of award, during performance, and through final payment of any contract resulting from this solicitation. Upon receipt of the quotation, the Contracting Officer will confirm that quoters have an - active registration at the www.sam.gov website. If the SAM.Gov registration is not active, the quotation will not be considered for award. The objective of this solicitation is to establish a Firm-Fixed-Price purchase order for a Brand-Name-Only Bruker Hyperflux Raman Spectrometer, including installation, training, and warranty. BRAND NAME RATIONALE The Biomolecular Structure and Function (BSF) group in the Biomolecular Measurement Division (BMD) of the Materials Measurement Laboratory (MML) at the National Institute of Standards and Technology (NIST), located in Rockville, MD, requests a new Brand-Name-Only, firm-fixed-price (FFP) contract for a Bruker Hyperflux Raman Analyzer manufactured by Bruker Scientific LLC. This action is for the purchase of one (1) Bruker Hyperflux Raman Analyzer, manufactured by Bruker Scientific LLC, including all required hardware, software, accessories, installation, and training. The brand name procurement is necessary to obtain a Raman spectroscopy system that meets the Government's detailed technical requirements for performing rapid in-line upstream and on-line downstream Raman measurements of mammalian cell cultures and protein biologics. This instrument will directly support the establishment of a biomanufacturing testbed for representative processes used in the production of therapeutic proteins, thereby advancing NIST's mission in biomanufacturing measurement science. Only the Bruker Hyperflux Raman Analyzer offers the specific combination of optical design, hardware integration, and software compatibility necessary to meet the Government's complete technical requirements. The Hyperflux system uniquely integrates Bruker's proprietary high-throughput spectroscopy (HTS) technology, enabling rapid, high-sensitivity Raman measurements in both upstream and downstream bio-processing applications. It is widely used in the biopharmaceutical industry for process monitoring, ensuring that NIST's results are consistent with industry standards. Procuring any instrument other than the Bruker Hyperflux Raman Analyzer will result in the inability to make the required rapid in-line and on-line measurements, prevent the acquisition of the necessary spectral database for in-line cell culture analysis, and jeopardize the success of planned projects aimed at advancing rational design and control of engineered biological systems. The Bruker Hyperflux Raman Analyzer is the only instrument that fully satisfies NIST's operational, integration, and performance requirements. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
