This is a solicitation for three Hill Air Flex II Chiropractic Adjustment Tables and associated accessories—including upholstery upgrades, headpieces, and thoracic drop mechanisms—for the Iowa City VA Health Care System, issued as a combined synopsis and request for quotes under FAR Part 12 as a commercial item acquisition. The procurement is strictly set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), requiring all offerors to be currently registered in the System for Award Management and certified in the SBA’s database, with compliance to subcontracting limitations that restrict non-certified subcontracting to no more than 50% of the total contract cost excluding materials. Quotes must be submitted via email to Savannah Weberg by 10:00 a.m. Central Standard Time on July 9, 2026, with proposals divided into three volumes: pricing, administrative documents including a completed SF-1449 and manufacturer authorization letters, and technical evaluation materials. The contract will be awarded on a firm fixed-price basis through a best value trade-off process, prioritizing technical capability and past performance over price, with non-responsive or unacceptable technical or past performance ratings leading to exclusion regardless of pricing competitiveness. All items must conform to the contract’s specifications and be delivered to the VA’s Network Contracting Office 23 in Saint Paul, Minnesota, under FOB destination terms, with title and risk transferring upon delivery. Packaging must comply with VAAR 852.247-73 for domestic shipment, ensuring safe delivery, and all invoices must be submitted electronically via VA’s required systems. Compliance with federal statutes including the Buy American Act, DEI discrimination prohibitions, and security restrictions is mandatory, and misrepresentation of SDVOSB status will result in mandatory debarment. Payments will be processed through the VA Financial Services Center in Austin, Texas, via electronic funds transfer.
