The Federal Government is conducting market research to identify commercially available, ready-to-install Mission Planning Software solutions. The software must be a purpose-built, solutions-based tactical platform to support high-risk domestic enforcement operations across 23 domestic field divisions. It must automate tactical resource management, reduce human error in operational planning, and provide a unified operational view.



Core Technical Requirements & Salient Characteristics:


To be considered an "equal" solution to the baseline product (Pryme Infil), any alternative software platform must natively possess and demonstrate the following capabilities:


  • Secure Mobile Accessibility: Secure mobile software solution for Government-approved mobile devices (phones/tablets) featuring a minimum of 99.9% monthly uptime.
  • Automated After-Action Reporting: Automated workflows capable of compiling standardized after-action reports and exporting them within 5 minutes under normal operations.
  • Data Security & Compliance: Encrypted communications and storage for Law Enforcement Sensitive (LES) information adhering strictly to Department of Justice (DOJ) and Criminal Justice Information Services (CJIS) security standards.
  • Logs & Auditing: Secure, searchable, and exportable dispatch and negotiator logging capabilities featuring automated time stamps and full audit histories.
  • Planning & Decision Support: Built-in artificial intelligence (AI) to assist personnel with automated operational planning, routing, resource allocation, and operational risk assessments.
  • Interoperability & Sync: Secure synchronization with legacy data repositories and warehouses completed within 5 minutes under normal operations.
  • Tactical Asset Inventory: Real-time inventory tracking and logistics management for specialized equipment, vehicles, and assets, including automated maintenance and inspection notifications.
  • Operational Alerts: Real-time notification and emergency alert systems capable of delivering 95% of active operational alerts within 30 seconds, including a silent-setting bypass feature.
  • Mapping, GPS & Video Latency: GPS-enabled mapping featuring satellite imagery, 3D architectural floor plans, real-time location tracking (approx. 5-meter accuracy), and live drone/video feeds maintaining a latency of 2 seconds or less.
  • Personnel & Simulation Tracking: Capabilities for mission simulations, contingency planning, personnel records tracking, and automatic operational roster development updating within 30 seconds.
  • Native Customization & Security Markings: An administrative portal allowing localized configuration control. The software must natively display agency-specific names, official logos, and automatically hardcode specific classification/handling markings (e.g., "Law Enforcement Sensitive") on 100% of core dashboards, login screens, and system-generated forms.

This is a SOURCES SOUGHT notice.  This is not a request for proposals and does not obligate the Government to award a contract.  THERE IS NO SOLICITATION AT THIS TIME. All responsible businesses, including small businesses, are encouraged to respond to this notice.  The information requested by this notice will be used within the Drug Enforcement Administration (DEA) to facilitate the decision making process and will not be disclosed outside the agency.  The DEA will not be responsible for any cost incurred by interested parties in responding to this notice.  Unsolicited proposals or offers of any kind will not be considered in response to this notice.  All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned.


This RFI is being used as a Market Research tool for informational purposes and for preliminary planning purposes to identify potential sources that may possess the expertise, capabilities, and/or experience to perform the anticipated requirements. Small businesses are encouraged to respond.  Interested vendors should respond and affirmatively indicate if requirements can be met as specified on an all or none basis, either individually (by vendor) or has to be accomplished through teaming with other vendors.

3.    A representative sample of contracts the vendor’s firm was awarded that are similar in scope to the requirements as described in this notice within the past three years. For each contract listed, include the type of contract; total estimated value; contract period of performance (e.g., installation and transitioning of information); customer (i.e. federal agency) and respective point of contact (e.g., point of contact’s name, phone number, and e-mail address).


No proprietary, classified, confidential or sensitive information should be included in your response to this RFI. Responses will not be returned. All documentation shall become the property of the Government. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
