The award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a small business entity registered in SAM.gov with an active UEI and CAGE code, meeting the NAICS code 334220 size standard of $15 million in annual receipts. The contract is Firm Fixed Price, with delivery required by September 10, 2026, to the specified location in San Diego, California, under F.O.B. Destination terms. The scope includes the provision of specific commercial items such as dual battery chargers, power supplies, headsets, H-250 handsets, and a seven-year extended warranty for all components, with each item requiring unique identification (IUID) marked in compliance with MIL-STD-130 using Data Matrix barcodes. Offerors must submit a single, concise electronically formatted quote via email to Elisa Allison by 6:00 PM PDT on May 7, 2026, with a required subject line referencing the solicitation number. Proposals must directly and specifically address each requirement in the RFQ using clear, non-generic language—vague or boilerplate responses will result in rejection. Technical acceptability is evaluated first, followed by past performance assessed through SPRS, with “unknown” or no history deemed acceptable. Only those passing both gates proceed to price evaluation, where the lowest quote wins. The contract incorporates numerous FAR and DFARS clauses governing cybersecurity (including safeguarding covered defense information and cyber incident reporting), compliance with export controls, prohibition of hexavalent chromium, and electronic payment through WAWF. Contractor personnel accessing government systems must undergo personal identity verification, and all items are subject to government inspection and acceptance upon delivery. No security clearances are required, no key personnel are designated, and no options or partial shipments are permitted unless explicitly authorized. The entire procurement is a brand-name sole source procurement justified under statutory authority, requiring strict adherence to commercial item acquisition rules without trade-offs between technical quality and cost.
