The contract involves the intent to award the procurement of Shavlik brand software products, specifically 1,000 units each of Shavlik NetChk Protect 5x licenses and Shavlik Standard Tech Support for NetChk. This procurement is designated as brand name or equal in accordance with the Federal Acquisition Regulation (FAR) due to critical functional and compatibility requirements. The Shavlik solution is essential for the 1st Information Operations Command (1st IOC) to efficiently manage patching and malware remediation across their network, providing faster, centralized patch management and protection against spyware and malicious code. This is particularly important given the increased need to respond swiftly to security vulnerabilities, while also minimizing the administrative burden and training costs for staff through its intuitive graphical interface. Additionally, the software is specified due to its compatibility with the hardware environment and its unique ability to patch non-Microsoft third-party applications, a capability not supported by existing tools like Systems Management Server (SMS) or Update Expert. The centralized management offered by Shavlik also supports lifecycle hardware replacement and enhances compliance with Army Information Assurance requirements, thereby improving overall network security and reducing operational costs. This procurement is being conducted through a Veteran Service Disabled 8(a) competition, with potential interested parties invited to express interest, although this notice does not serve as a solicitation for competitive quotations. The contract is managed by the Department of Defense at Fort Belvoir, Virginia.
