Dear Offeror, Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution, Bennettsville, SC, for the acquisition of food products for our facility. In submitting the quote, offerors should consider all information provided herein. Please carefully follow all instructions attached to the solicitation package concerning the content, format and submission of your quote. This package contains all the necessary information for submitting a quote for evaluation. All offerors are advised that this solicitation includes the clause 52.212-4 for Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003, to register in the System CCR Database. Offerors should include their Data Universal Numbering System (DUNS) number in their quotes. The Contracting Officer will verify registration in the CCR Database prior to award. Each offeror is required per FAR 52.212-3 to complete their representations and certifications via On-line Representations and Certifications Applications (ORCA) at http://www.sam.gov. Once you have completed the ORCA requirement, you are no longer required to submit 52.213-3, Offeror Representations and Certifications, with your quote. Awards will be made based on best value to the government per line item. Quotes that require minimum orders to be placed will not be considered. Products that do not confirm to the specifications on the solicitation will not be considered. Quotes shall be received on or before the deadline of June 3, 2016 by 4:00 p.m. Eastern Standard Time, via FedEx. Quotes must be submitted via FedEx. Attention Tony Stroman FCI-Bennettsville 696 Muckerman Road Bennettsville, SC 29512. Please do not submit quotes to any location other than the via FedEx delivery. Quotes received after the deadline may not be considered. Any questions you have should be submitted in writing and emailed to Tstroman@bop.gov and CC: Carolyn Evans Crevans@bop.gov.
