Bridge Management System Replacement Solution RFB

The Government of Ontario Ministry of Transportation is seeking a vendor to provide a Bridge Management System (BMS) Replacement Solution. This modern, web-based SaaS solution will be hosted in a secure external environment and must interface with existing and future Ministry applications, consume MTO data, and publish new data to the MTO Data Lake. The scope includes the design, configuration, and customization of the system to meet specific business requirements, as well as the delivery of a mobile application for field structure inspections. The project encompasses data migration from the existing system, production cutover, and stabilization, all while adhering to an Agile delivery approach. The contract is anticipated to start in January 2027 with an initial term of seven years, featuring options to extend for an additional two years and a further eight months. The solution must comply with rigorous standards, including the Ontario Digital Services Standards, WCAG 2.1 and 2.2 accessibility guidelines, and GO-ITS security requirements. The Ministry maintains full ownership and governance of all information assets. Awarding will be based on a four-stage evaluation process covering mandatory requirements, technical response, product demonstrations and interviews, and commercial pricing. Bidders are also evaluated on their commitment to Ontario employment and workforce development.
