Broadband ISP Services

Washington Technology Solutions (WaTech) is soliciting Broadband Internet Service Provider (ISP) services under solicitation 27-RFQ-017 for multiple counties within Washington state. The scope of work includes the provision of broadband services and all necessary supporting infrastructure, such as cabling, conduit, fiber, equipment racks, and labor. To be eligible to bid, vendors must have a signed Network Services Agreement (NSA) and the applicable Broadband ISP Technical Addendum on file with WaTech. The response deadline is November 17, 2026, and submissions must include a signed Certification and Assurance Document in PDF format and a completed Cost Model in Excel. Awards are determined on a per-site basis based on the highest total score, which is derived from a combination of the cost score and the timeline score. The cost score is based on the Contractor Base Price, calculated as the sum of non-recurring costs and 36 months of monthly recurring costs. The timeline score is based on the shortest proposed installation interval. Vendors must adhere to guaranteed install intervals and any site-specific mandatory requirements, including security protocols and background checks for secure locations.
