The Wyoming Army National Guard is seeking a contractor under solicitation W912L327RA001 to provide and maintain comprehensive telecommunications services across all armories and facilities in Wyoming. The primary objective is to consolidate multiple existing CenturyLink and Lumen accounts and Enterprise IDs into a single, unified management and billing structure to improve visibility and reduce costs. The scope of work includes the management of POTS lines, data circuits, PRI trunks, and other legacy telecom services, with a strict requirement to ensure no service disruptions occur during the transition, particularly for emergency and alarm lines. The contractor must provide a dedicated account manager as the central point of contact and maintain 24/7 customer service and repair support for all locations, adhering to a 99.9 percent uptime standard for critical circuits. Performance will be evaluated in accordance with FAR 52.246-4. Key administrative requirements include providing monthly billing and usage reports via an online portal, with invoices detailed by location, service type, and cost. Additionally, personnel may be required to complete various security and training certifications, including iWatch, OPSEC Level 1, and Information Assurance training, and may be subject to background checks and classified access requirements.
