Notice of Intent to Sole Source for Broadcasting Services

The U.S. Department of Health and Human Services, through the Omas Strategic Buying Center - Professional Services, is seeking market research via a Sources Sought Notice for professional radio broadcasting services to deliver critical public health messages to remote and rural communities within the Navajo Nation, where access to digital platforms is unreliable. The intent is to sole source the contract to an eligible Indian Economic Enterprise under the Buy Indian Act, ensuring culturally appropriate and trusted communication channels. The government will provide five 30-second public service announcements (PSAs) focused on priority health conditions and preventive measures, and the selected contractor must broadcast each PSA three times daily, seven days a week, for a continuous five-month period from July 1, 2026, to November 30, 2026, across radio stations with verified coverage in the Navajo Area and surrounding regions. The contractor must submit a detailed monthly broadcast schedule for government approval prior to airing, along with monthly airing logs documenting date, time, station, and PSA identification, performance reports summarizing airings, and a final campaign summary report—all delivered electronically to the Contracting Officer’s Representative. Invoices must be submitted through the U.S. Treasury’s Invoice Processing Platform and must be accurate and timely. Only providers certified as Indian Economic Enterprises under HHSAR 326.601 and registered in SAM are eligible to respond, with eligibility required at the time of offer, award, and throughout contract performance. Respondents must submit a capability statement not exceeding three pages by June 17, 2026, via email to Ratonya Harris, including company information, NAICS 516110 small business status, experience in public health broadcasting with tribal communities, and a list of radio stations with Navajo Nation coverage.
