Broker of Record for Health Insurance and Prescription Benefit Services

The Atlantic County Utilities Authority (ACUA) is soliciting proposals for a Broker of Record (BOR) to serve as the designated representative and consultant for the evaluation, selection, and management of its health insurance and prescription benefit programs for active employees and retirees. The selected BOR will be responsible for plan design, benchmarking against the New Jersey State Health Benefits Plan, RFP development, rate negotiation, and compliance oversight. Key deliverables include comprehensive analysis reports, utilization and cost trend analysis, and employee enrollment assistance. The contract is a one-year not-to-exceed agreement running from March 1, 2025, to February 28, 2026, with the option for two additional one-year extensions at the authority's discretion. Proposals are evaluated based on a weighted scorecard focusing on cost, experience, industry knowledge, compliance, service model, and client references. Award selection is based on best value through a trade-off process. The successful contractor must maintain professional liability insurance of at least 1,000,000 dollars per occurrence and general liability insurance of 500,000 dollars. Compliance with New Jersey state statutes is mandatory, including affirmative action certifications, equal employment opportunity language, and prevailing wage requirements. All work products created under the agreement become the sole property of ACUA, and any proposed benefit changes must be equal to or better than current union-negotiated benefits.
