The Royal Canadian Mounted Police (RCMP) is seeking to procure 3,500 ceremonial belt buckles, manufactured to specific RCMP standards, with an option for three additional orders of up to 750 units each, exercisable within 12, 24, or 36 months after contract award. This procurement is limited exclusively to goods wholly manufactured or sufficiently transformed in Canada, in compliance with the Canadian Free Trade Agreement and Canada-United States-Mexico Agreement (CUSMA) Rules of Origin. Eligible bidders include Canadian suppliers, suppliers from applicable trading partners, and non-trading partner suppliers, subject to any prevailing conditions or international sanctions. The procurement process is divided into two phases: an initial expression of interest, requiring submission of a completed form and a non-disclosure agreement, followed by a request for proposal issued only to those interested bidders who qualify in Phase 1. Interested bidders must submit their expressions of interest via email by the specified closing date and address any missing information within a designated timeframe to maintain eligibility. Enquiries regarding the procurement must also be submitted via email within seven days before the closing date. The RCMP emphasizes compliance with environmental standards, mandating environmentally preferable packaging in accordance with federal green procurement policies. Indigenous businesses are encouraged to participate and may benefit from visibility and potential set-aside opportunities through registration with the federal Indigenous Business Directory. Contract award will be based on the lowest evaluated price from responsive bids, and the RCMP reserves the right to negotiate with suppliers or modify or cancel any phase of the procurement process at its discretion. All communication and solicitation documentation will be managed electronically, with the Contracting Authority, Trina Nurse, serving as the primary point of contact.
