AI Contract Overview
The contract calls for the procurement of 30 packets of buffered powder solutions—15 packets of red 4.01 pH buffer and 15 packets of yellow 7.00 pH buffer—each sealed in individual pillow packs and housed together in a plastic case, to be delivered in a single unit of issue. All packaging must conform to commercial standards as defined in the procurement document and must fully protect the contents from damage or breakage, using suitable sealed unit containers and commercially approved exterior shipping containers capable of safe transit via common carrier at the lowest cost to the designated delivery point at Camp Pendleton, CA. Medical marking standards under MMS No. 1 supersede MIL-STD-129 for labeling, with mandatory inclusion of the date of manufacture, expiration or retest date, and the contract number or lot number; shelf-life markings must comply with the latest revision of MMS1C. The product is subject to a non-extendable 24-month shelf life classified as Type I (Code M), and the government will accept only items where no more than three months have passed between the date of manufacture and the date of delivery. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, with specific references to RA001, RP001, and RS016, and all items must be marked in accordance with these standards. The acquisition falls under the NAICS code 339113 and is managed by the Medical Supply Chain FSH under the Department of Defense, with Tina Vu as the primary point of contact. Contract performance is governed by fixed-price structures and simplified acquisition procedures, requiring electronic invoicing exclusively through WAWF and full compliance with DFARS and FAR clauses related to cybersecurity, hazardous materials, packaging, shipping, and representation of small business status. The solicitation mandates adherence to NIST SP 800-171 for safeguarding covered defense information, requires current SAM registration, and obligates offerors to disclose UEI, CAGE code, and socioeconomic certifications as applicable. Inspection and acceptance occur at the destination, with the government responsible for verifying compliance with all packaging, marking, and shelf-life requirements prior to payment.
