This project involves the extensive renovation of approximately 250,000 gross square feet across floors B2 through 13 of Building 10 at the NIH Bethesda campus, transforming former patient care and laboratory spaces into specialized laboratories, support areas, offices, and teaching facilities. A key feature includes relocating the Clinical Center's Division of Transfusion Medicine and constructing a new Current Good Manufacturing Practice (cGMP) laboratory fully compliant with FDA guidelines. The renovation also encompasses significant upgrades to mechanical, electrical, plumbing, and communication systems, including new supply and exhaust fans, mechanical equipment rooms on multiple floors, fire protection and alarm systems, fully automated building controls, and emergency generators housed in a parking garage. Architectural improvements will repair exterior brickwork and replace windows to align with NIH's design standards, ensuring aesthetic harmony with the nearby F-Wing. The project is valued at over $10 million and will proceed under a competitive two-step sealed bidding process, designed to accommodate evolving project specifications. In Step One, offerors submit technical proposals evaluated for acceptability without pricing, with opportunities for clarifications and discussions limited to this stage. Step Two involves submission of sealed priced bids only from offerors advancing from Step One, with no further discussions allowed. The solicitation is not set aside for small businesses and falls under NAICS code 236220 for commercial and institutional building construction. Offerors must maintain active registrations in the System for Award Management (SAM) and NIH’s electronic Contractor Proposal Submission system, as proposals will be submitted exclusively online. The government anticipates releasing the solicitation in early May 2017, with detailed instructions and amendments posted on the Federal Business Opportunities website.
