Solicitation FA3099-26-Q-1023 is a combined synopsis and request for quotation issued by the 47th Contracting Squadron for the Building 320 Memorial/Entryway Beautification project at Laughlin AFB, Texas. This 100% Small Business Set-Aside seeks a vendor to fabricate and deliver an outdoor aviation memorial honoring the lineage of the United States Air Force Undergraduate Pilot Training. The scope of work includes five 1/20th-scale bronze aircraft sculptures of the T-33, T-37, T-38C, T-1, and T-6A, stepped stainless-steel support columns ranging from 3 to 6 feet in height, a 47-inch USAF Pilot Wing centerpiece, and a 24 by 24 inch engraved bronze dedication plaque. Technical specifications require the use of non-conductive dielectric isolation materials to prevent galvanic corrosion between bronze and stainless steel components. The government intends to award a single firm-fixed-price purchase order based on best value, evaluating quotations based on price, past performance, and technical approach. Quotations must be submitted via email by September 21, 2026, and must include a price schedule, a technical narrative not exceeding two pages, and a list of previous government contracts. This requirement is subject to Davis-Bacon Act labor standards and FAR Subpart 22.4. While a voluntary site visit was scheduled for September 18, 2026, the solicitation notes that funds are not presently available, and no award will be made until funding is secured. Payment may be processed via Government Credit Card.
