1. Introduction


The Naval Facilities Engineering Systems Command (NAVFAC) Northwest is issuing this Sources Sought notice as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Distech Controls EC-Net and Honeywell Optimizer line controllers and associated software.


2. Background


The Government has a requirement for brand-name commercial equipment to ensure compatibility and interoperability with existing, proprietary infrastructure. The Control System Platform Enclave (CSPE) is an area-wide network connecting building-level Direct Digital Control (DDC) systems from several installations in the NAVFAC Northwest region. This system is based on a Tridium Niagara Utility Monitoring and Control System (UMCS) front end and Niagara Java Application Control Engine (JACE) enabled building-level supervisory controllers.


To maintain operational integrity and prevent the need for costly and technically prohibitive system modifications, a brand-name justification is being pursued for the following product lines required for all projects connecting to the CSPE:


  • Manufacturer: Distech
    • Product Line: EC Line Controllers and Software
  • Manufacturer: Honeywell
    • Product Line: Optimizer Line Controllers and Software

This requirement does not restrict which firms can install, commission, test, or maintain the controllers, as several sources are known to provide these services.


3. Purpose of this Notice


This is a Sources Sought notice issued for market research purposes only and is not a Request for Proposal (RFP). The information obtained from this notice will be used to help determine the most appropriate acquisition strategy.


The Government is seeking to identify:


  1. Authorized resellers and/or distributors of the specified equipment.
  2. Potential sources that can provide  brand name or equal" products that meet the exact technical and interoperability requirements of the existing system,

4. Submission Requirements


Interested firms are requested to submit a brief capability statement, not to exceed five (5) pages, that includes the following:


  • Company Information: Company Name, Address, Unique Entity ID (UEI) number, CAGE code, and any applicable socio-economic statuses (e.g., 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman-Owned Small Business (WOSB), etc.).
  • Authorized Status: Proof of status as an authorized reseller or distributor for Distech and/or Honeywell.
  • Technical Capability: A brief description of the firm's ability to provide the specified hardware, software, and any associated technical support.
  • "Or Equal" Submissions: If proposing an alternative solution, the submission must include comprehensive technical documentation proving the product is 100% interoperable with the existing Distech/Honeywell systems and the Tridium Niagara framework without the need for additional gateways, protocol converters, or custom hardware/software.
