Building Automation System

Multnomah County has issued solicitation RFP-31-2027 for the evaluation, installation, replacement, and maintenance of Building Automation Systems (BAS) across its portfolio, which includes courthouses, libraries, health clinics, and detention facilities. The primary goals of this initiative are to enhance occupant comfort, improve building system efficiency, reduce energy consumption and operating costs, and extend the life cycle of utilities. The selected contractors will be responsible for providing all necessary labor, materials, and equipment to perform software assessments, identify mechanical deficiencies, and provide recommendations for system upgrades or replacements. The county intends to award multiple contracts to responsible proposers based on a technical evaluation process, with a significant emphasis on project approach and responsible business practices. All work will be performed on an hourly, time and materials basis using local funding. Proposers must be legal entities registered in the State of Oregon and are required to comply with prevailing wage rates for public works contracts. Submission requirements include a current W-9, insurance verification, and detailed programmatic responses submitted via the county's supplier portal by the December 3, 2026, deadline.
