The National Institutes of Health, specifically the Eunice Kennedy Shriver National Institute of Child Health and Development in support of the National Institute of Diabetes, Digestive, and Kidney Disease, intends to award a non-competitive purchase order to Earlbeck Gases and Technologies. The contract involves providing parts and labor to install an extended fill station for a bulk CO2 tank at a facility in Bethesda, Maryland. This project is deemed an emergency requirement because the current filling area is unsafe, and failure to resolve the issue could leave Building 5 without the CO2 necessary for critical laboratory research involving incubators and microscopes. The procurement is conducted under FAR Part 13 Simplified Acquisition Procedures and is not expected to exceed the simplified acquisition threshold of 250,000 dollars. Earlbeck Gases and Technologies has been identified as the sole source capable of providing the required repair. The contractor will be responsible for replacing the inadequate fill station, coordinating repairs with laboratory staff, and providing ongoing maintenance and operational stability reports. Interested parties were given until September 14, 2023, to submit capability statements to determine if the government should proceed on a non-competitive basis.
