Bulk Fuel Delivery

The Valley Sanitary District (VSD), a wastewater district serving approximately 89,000 people in the Coachella Valley, has issued solicitation 2026-RFP-005 for the safe and timely delivery of bulk fuel to its facility in Indio, California. The scope of work requires the delivery of Octane 87 Unleaded, Clear Diesel for a 1,000-gallon tank, and Red Diesel for Caterpillar Generators. Deliveries typically occur once per month, with additional shipments requested on an as-needed basis. The selected vendor must provide detailed descriptions of delivery equipment, personnel certifications, a comprehensive emergency response plan for spills, and established product quality testing procedures. Compliance with VSD safety protocols as well as all applicable state and federal environmental, health, and safety regulations is mandatory. Proposals must be submitted via the VSD eProcurement Portal by November 20, 2026, at 4:00 pm. The submission must include a signed cover letter, a statement of qualifications featuring an executive summary, evidence of California licensing, and at least four client references from government entities. Award decisions will be based on a points-based scoring system, with the highest weights assigned to the project approach (30%), scope and schedule (25%), and relevant experience (25%), followed by proposal quality (10%) and cost (10%). VSD reserves the right to award multiple contracts to the most qualified proposers who serve the district's best interests.
