Supply and Delivery of Bulk Chemicals

The Valley Sanitary District (VSD), a wastewater district serving approximately 89,000 people in the Coachella Valley, is soliciting proposals under solicitation 2026-RFP-006 for the supply and delivery of bulk chemicals. The scope of work involves the F.O.B. delivery of 25% Sodium Bisulfite, 12.5% Sodium Hypochlorite, and 37-42% Ferric Chloride to the VSD facility in Indio, California. The selected contractor must ensure a continuous supply of products, including the ability to perform emergency deliveries within 24 hours of notification and standard deliveries within three business days. Contractors are required to provide weighmaster certificates for all loads, current Certificates of Analysis, and Safety Data Sheets. If products are repackaged, a signed certification of purity on the firm's letterhead is mandatory. The award will be granted to the most qualified proposer based on a points-based scoring system, with final approval resting with the VSD Board. Proposers must be licensed in the State of California and comply with all federal, state, and local environmental health and safety laws, including Cal/OSHA requirements and California Prevailing Wage Laws if applicable. Proposals must be submitted via the designated portal by 4:00 pm on November 20, 2026, and must include an executive summary, a description of three relevant contracts from the last five years, and evidence of California licensing. The contractor is also required to submit a Spill Response Plan within 15 days of the Notice of Award. VSD reserves the right to verify all shipped quantities using its own on-site scales.
