Bus and Fleet Parts and Services

Ysleta Independent School District is soliciting proposals for the provision of automotive parts and services to maintain and repair its fleet, which includes light, medium, and heavy-duty vehicles and buses. This is an incremental award process where multiple vendors may be selected throughout the solicitation period, which remains open for proposals until December 31, 2026. The contract period of performance runs from January 1, 2023, through December 31, 2026, with the District reserving the right to automatically extend the agreement. Vendors are required to provide pricing based on catalog discounts or markups and must adhere to strict delivery timelines, with stock items due within three calendar days and non-stock items within seven calendar days of an order. Awards are based on best value rather than the lowest price, with evaluation weighted toward purchase price (40 points), vendor reputation and quality (25 points), and the extent to which goods and services meet District needs (25 points). Selected vendors must comply with rigorous data security standards, including ISO/IEC 27001 and 27002, and adhere to HIPAA and FERPA regulations where applicable. All deliverables are shipped FOB Destination to designated District receiving docks. The contract includes specific price controls, such as a 15 percent cap on price increases and a requirement for vendors to notify the District if market prices drop by more than 10 percent. Proposals must be submitted electronically via the YISD E-Bid portal.
