Bus Shuttle Services, Sources Sought: The 36th Contracting Squadron is publicizing this SOURCES SOUGHT NOTICE to gather industry interest and information with respect to a potential Purchase Order for BUS SHUTTLE SERVICES at Andersen Air Force Base, Guam. No solicitation is being issued at this time. This is not a Request for Quotation (RFQ) and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications, will be made available on the System for Award Management website (https://www.sam.gov/).
Interested parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates/amendments. Oral submissions of information will not be considered in response to this Sources Sought. If the Government decides to pursue a solicitation, portions of your responses to this Sources Sought may be incorporated into the final solicitation. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. This requirement will be solicited within the North American Industry Classification System (NAICS) code 485113 – Bus and Other Motor Vehicle Transit Systems. This acquisition is being considered as a total small business set-aside. All interested parties are invited to respond and prospective contractors must be registered in the System for Award Management (SAM) database at https://www.sam.gov/ before award of a government contract; failure to register in the SAM database will cause your firm to be ineligible for any future award.
Statement of Objectives for Bus Shuttle Services:
Objective 1: Readiness and Responsiveness
- Provide a central point of contact for dispatching and operational coordination.
- Capability to fulfill sudden transportation requests (Surge) within a compressed timeline (e.g., 48-72 hours notice) and manage pre-planned events.
- Propose a flexible mechanism to handle schedule changes, delayed flights, or mission extensions with minimal disruption.
Objective 2: Safe and Reliable Transportation
- Provide vehicles that meet all Department of Transportation (DOT) standards.
- Propose a Breakdown Response Plan that guarantees a replacement vehicle is dispatched immediately in the event of a mechanical failure, minimizing passenger wait times.
Objective 3: Security and Installation Access
- Ensure all drivers possess valid Commercial Driver’s Licenses (CDL) with appropriate passenger endorsements.
- Ensure all drivers can pass a background check to obtain unescorted access to military installations. (Drivers with disqualifying offenses, such as felony convictions or active warrants, will be denied access).
- Propose a strategy to maintain a vetted pool of drivers to prevent gate-access delays during critical exercise movements.
- Comply with the Homeland Security REAL ID ACT of 2005 https://www.tsa.gov/realid.
Objective 4: Operational Coordination and Reporting
- Provide accurate and timely passenger manifests and load plans for each trip.
