Solicitation SPEFA3-27-Q-0006 is a firm fixed-price requirement issued by DLA Aviation in Jacksonville, Florida, for the procurement of five bushings, identified by NSN 5365-LLQJ15624 and part number 41298-4. The delivery is required within 30 days after receipt of order, with a customer required delivery date of October 13, 2026. Shipping, inspection, and acceptance are all designated as FOB Destination, with the freight shipping address located at DLA Distribution Jacksonville. The contract mandates strict adherence to quality and packaging standards, including ASTM D3951 for general packaging and MIL-STD-129 for marking and labeling, while DLA Master List requirements take precedence. Palletization must follow RP001, and physical identification is governed by RQ017. Item Unique Identification is not required. Quality assurance will be managed via sampling methods such as MIL-STD-1916 or ASQ H1331, with a zero-nonconformance requirement for MIL-STD-105/ASQ Z1.4. Award will be based on best value, with past performance—specifically historical quality and delivery compliance—weighted as significantly more important than other non-price factors. Invoicing must be processed through Wide Area WorkFlow (WAWF). This is not a small business set-aside, and offerors must certify that materials are new and unused.

The contract mandates strict adherence to quality and packaging standards, requiring compliance with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking. Each kit must be housed in a single unit container with appropriate cushioning and include a detailed parts list containing component NSNs, part numbers, and quantities.
