The U.S. Department of State plans to award a HUBZone set-aside, fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract to a qualified U.S. firm for the procurement of an enterprise-level Business Process Management (BPM) platform. This one-year base contract includes four one-year option periods, with a total estimated ceiling of approximately $6.9 million. The new platform is intended to replace the Bureau of Administration's existing BPM software (Visual eForms and Metastorm) with a modern, cost-effective solution that supports business process automation, enhances security, complies with archival requirements, and operates on both internal unclassified networks and the Internet. The contract scope requires an Unlimited/Enterprise Software License Agreement, encompassing software licenses, installation, acceptance support, training, documentation, help desk support, and annual maintenance. Key contract requirements include unlimited deployment environments covering development, QA, and production, as well as unlimited end users including domestic and overseas DoS employees, contractors, subcontractors, consultants, and potentially the public interface. The selected vendor must provide software installation and acceptance support during the base year, deliver training to 10-12 developers, and maintain help desk hours Monday through Friday. Vendors must have expertise with the proposed BPM platform and meet security clearance requirements including a valid Secret Clearance and ability for personnel to obtain Department of State badges. The solicitation is anticipated to be posted within 30 days on www.fbo.gov, after which proposals will be accepted for about 15 days. A moderat risk public trust determination and participation in vendor evaluations including questionnaires and demonstrations are mandatory. The government will not provide paper copies, and all vendor costs related to this acquisition are the responsibility of the offerors.
