BYRON ROAD RESURFACING Project Description Project Location: Byron Road: Wicklund Road to 649 feet north of West Grant Line Road; 1,073 feet south of West Grant Line Road to Tracy City Limits. See attached Vicinity Map. Project Justification: The original construction dates are unknown. The section of roadway south of Grant Line Road (West) was constructed by the State of California and functioned as Highway 50 until it was relinquished to the County in the late 1950's. The portion of roadway from the Alameda County line to Grant Line Road (West) was reconstructed 32 feet wide in 1964 with 1.25 feet of Aggregate Subbase (ASB), 0.67 feet of Aggregate Base (AB), 0.29 feet of Asphalt Concrete (AC). In 1970, the roadway was widened to 49 feet to provide a turn lane for southeast bound traffic to turn onto Grant Line Road (East) and resurfaced with 0.2 feet AC from Grant Line Road (East) to Grant Line Road (West). In 1990, Byron Road was resurfaced with 0.30 feet AC from Grant Line (E) to 2.5 miles northwest. In 2008, approximately 95% of the project (Wicklund Road to Interstate 205) was widened from 32 feet to 36 feet, all failure areas repaired at Grant Line Road (East) with full depth concrete and resurfaced roadway with 0.25 feet AC over 24 feet pavement with reinforcing fabric. In 2014, the intersection at Byron Road and Grant Line Road (East) was resurfaced with 0.08 feet to 0.25 feet overlay AC. A roundabout was constructed in 2022 at the Byron Road/Grant Line Road (West) intersection. This road is currently included as part of the 7-year chip seal cycle with the latest being Chip Sealed in 2019. Within the specified project limits, the prevailing condition of the pavement surface is characterized by potholes and cracking. Scope of Work: The project will consist of: 1. Resurfacing existing roadway (36 feet wide) with 0.17 feet Hot Mix Asphalt (HMA) (Type A). 2. Constructing tapered HMA edges to protect the edge of pavement. 3. Repairing pavement Structural failure areas with full depth 0.50 feet of HMA (Type A). 4. Replenish the existing graveled shoulders with 6-foot-wide Shoulder Backing, comprising 2 to 4 feet at an 8%. 5. Applying Penetration Treatment along the inside of the curves and at all intersection radii plus 50 feet or to conform. 6. Constructing 8 feet HMA (Type A) driveways. 7. Installing PCC at the left-hand turn lane on Byron Road south bound into Grant Line east bound. 8. Placing back thermoplastic stripes and legends. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily agricultural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.

Orland Power Solutions, LLC is establishing an anaerobic dairy digester system at the Borges Dairy site located at 8350 E Brady Road, Manteca, California. The project, approved under Conditional Use Permit PA-2500075, involves the construction of two 7,200 square foot above-ground in-vessel anaerobic digesters on a 2-acre footprint within a larger 78.8-acre parcel. The facility is designed to capture methane from cow manure and convert it into renewable natural gas, utilizing a biogas upgrading and cleaning system, an emergency biogas storage bladder, a permit-exempt electric boiler, and auxiliary processing equipment. The project has undergone comprehensive environmental review, resulting in a Mitigated Negative Declaration which concludes that all potentially significant environmental effects can be reduced to less than significant levels through specific mitigation measures. Approval was granted by the San Joaquin County Planning Commission on July 16, 2026, and further certified by the San Joaquin Valley Unified Air Pollution Control District. Compliance requirements include adherence to San Joaquin Valley Air Pollution Control District regulations and participation in the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan for any ground-disturbing activities.
